Putting My Experience
to Work
I’m Tom Fisher, a Guam attorney and sole practitioner at Fisher & Associates, P.C. My career began in public service as a U.S. Navy Judge Advocate (JAG) in Guam and Hawai‘i, followed by work at the Office of the Attorney General of Guam prosecuting serious violent crimes—eventually serving as first assistant to the chief prosecutor. After that, I moved into private practice representing the indigent, the accused, and the elderly. I also served as a senator in the 37th Guam Legislature (2023–2025). I’m running for Attorney General of Guam in 2026 to put real courtroom and public-service experience to work restoring trust and delivering fair, effective justice.
